Joe Arthur is 23 and trying to have relations with his 15 year old 1st cousin. he tried to kidnap this minor from her home and take her out of state( we have police records to prove it). He is a child predator, their is drug use and he carries a pistol. Parents please do not let him near your house. we have tried to press charges, but being that he was in a different state, I guess the police department here says it's hard to prosecute. If he comes to your house or place of business, please watch your minors, please.
